Joint CA/POC meeting - Berne


The UPU’s two councils, the Council of Administration (CA) and the Postal Operations Council (POC) held a joint meeting last 22-26 February in Berne, Switzerland, the last before the upcoming 26th Congress, due to be held from 20 September to 7 October 2016 in Istanbul. ANACOM participated in the CA meetings held on 22-26 February.

Noteworthy regarding the proceedings in the scope of governance and regulation was the approval of proposals developed by the Regulatory Issues group on access by postal sector players to UPU products and services and on limiting the use of UPU forms. With respect to governance matters involving remuneration, proposals were put forward concerning both the UPU’s terminal dues system for the 2018-2021 period and preparation of the Istanbul Activities Plan, which were approved by the CA plenary session for final adoption by the Congress. Also approved was a set of proposals concerning the Acts of the Union, specifically on the permanent nature of the Convention.

However, the matter subject to the most discussion regarding governance and regulation was UPU reform. This culminated, after a vote, in a proposal to restructure the organisation, to be submitted to the Congress.

As for work carried out in the scope of the Finance Committee, the topic most debated at the session was management of the International Bureau’s human resources, leading to the approval after a vote of a proposal for personnel regulations to take force this coming 1 April.

Finally, the proposal for the Istanbul Postal Strategy was approved along with the respective activities plan for 2017-2020.
