84th meeting of the Frequency Management working group - Cluj-Napoca


The Romanian city of Cluj-Napoca served as venue last 1-5 February for the 84th meeting of CEPT’s Frequency Management working group (WG FM), chaired by Thomas Weilacher of Germany. The 101 delegates represented 29 CEPT administrations, the European Commission (EC), the European Communication Office (ECO), the International Telecommunication Union and 12 international organisations.
Highlights of the gathering included the following:

  • Completion of two draft CEPT reports on the sixth revision of the EC decision on short range equipment and on video connections to programme making and special events equipment in the 2700-2900 MHz band. These draft reports will be submitted to the ECC for approval and placement in public consultation;
  • Approval of a new ECC decision and the revision of two others, respectively on: (i) obstacle detecting radars in the 76-77 GHz band; (ii) sharing of the 17.7-19.7 GHz band between fixed service and ground stations of fixed satellite service (space-Earth); (iii) intelligent transport systems in the 63-74 GHz band. These three documents will be submitted to the ECC for final approval and publication;
  • Completion of the draft ECC decision on broadband systems for public protection and disaster relief (BB PPDR). Revision of the ECC decision on PPDR in the 380-470 MHz band and updating of the annex to the ECO decision on the Frequency Information System (EFIS), which contains the document type definition that determines EFIS’s XML format. The three documents were approved for submission to public consultation (in the last case the consultation is limited to administrations);
  • Approvl for publication of the revision of recommendations concerning the harmonised certificate for amateur aptitude exams – cross-border coordination for mobile/fixed communications networks – in the following frequency bands:  i) 1920-1980 MHz and 2110-2170 MHz; ii) 694-790 MHz; iii) 1452-1492 MHz; iv) 3400-3600 MHz; and v) 3600-3800 MHz;
  • Finalisation of the revision of the recommendations on CEPT amateur radio licences and CEPT novice licences, namely concerning criteria for planning and coordination of frequencies for terrestrial mobile systems in the 29.7-470 MHz frequency range and for the prohibition of jammers and low power short range equipment. These documents were approved for submission to public consultation;
  • Approval, also for publication, of a new ECC report on access to the 17.7-19.7 GHz band by uncoordinated ground stations in the scope of fixed satellite service;
  • Completion of revision of the European Common Table, which due to its length will be in public consultation until April 2016.

The next ordinary meeting of WG FM will take place in May 2016.
