The CEPT Presidency mandate held by Portugal expired yesterday, 30 September, following a year of intense and fulfilling activity. This was the first time the Portuguese Administration took over the higher leadership of the organization, the seat of President having been ensured by Mr. José Saraiva Mendes, member of the Board of Directors of ANACOM.
When ANACOM took over this mandate, it identified the following as priority themes for the Portuguese Presidency:
- To promote and disclose CEPT at internal and external level;
- To increase and strengthen cooperation with the regional organizations with which CEPT has established agreements within this scope, such as the Asia-Pacific Telecommunity (APT)http://www.aptsec.org/ , the African Telecommunications Union (ATU)http://www.atu-uat.org/ , the Inter-American Telecommunications Commission (CITEL)http://www.citel.oas.org/citel_i.asp , the Arab Telecommunication Council of Ministers (ATCM)http://www.arableagueonline.org/arableague/flash4page.html , and the Regional Commonwealth in the field of Communications (RCC)http://www.caemc.ru/ecrcc/ ;
- To involve CEPT in the preparation of the World Summit on the Information Societyhttp://www.itu.int/wsis/ , to be carried out under the auspices of the United Nations;
- To develop within CEPT a policy for coordination of candidatures for elected posts in international postal and telecommunications organizations;
- To negotiate the cooperation agreement between CEPT and the European Commission as well to get CEPT involved in issues regarding the application of the new community regulatory framework.
Having taken stock of this year of activity, in the light of the mentioned priorities and of feedback received, within and outside CEPT, the result is distinctly positive, and rendered concrete in the following developments:
- Preparation of a CEPT promotional leaflet (in the three official languages of the organization) and launching of a new Internet site, active, actual and dynamic;
- Increasing and strengthening of the cooperation links with counterpart organizations at world level, namely trough the promotion of bilateral and multilateral meetings, which provided a solid basis that shall ensure the continuation of the work and cooperation, within the scope of existent agreements (more information in the CEPT site, in General Information/MoU with others);
- Adoption of a methodology to be applied for the coordination of european candidates for elected posts in international postal and telecommunications organizations, duly reflected in the legal instruments of CEPT (Arrangement and Rules of Procedure);
- Finalization of the negotiation of the cooperation agreement between the CEPT and the European Commission, which was approved at the last Assembly under the Portuguese Presidency;
These and other results are the direct reflection of the intense activity and dynamism established within CEPT throughout this period, not only at the level of internal organization but also of the relationship with other regional organizations, contributing towards an acknowledged increase of the image and prestige of CEPT.
A year in the office of vice-presidency of the organization is still incumbent upon the Portuguese Administration, integrating the Troika (current, former and following presidency), during which ANACOM shall hold specific responsibilities, not only regarding the promotion of the continuity of the work initiated but also the assistance to the new Presidency ? the Swiss Administration ? and the following ? the Romanian Administration.
