ECC WG NaN meeting - Oslo


Oslo hosted last 22-23 October the ninth meeting of the ECC working group on Numbering and Networks (WG NaN).

This working group’s main aims are to develop harmonised national and international numbering plans in Europe and to verify the impact of technological change on regulation. 

Highlights of this meeting include the final approval of ECC Report 225 on “Establishing Criteria for the Accuracy and Reliability of Caller Location Information in Support of Emergency Services”, following the respective public consultation. The document is considered a major milestone for different sector players (including operators) and the community associated to emergency services, because it indicates and marks the most significant aspects to consider when determining criteria for precise and reliable emergency service location-finding call information. The document will be published on the website of the European Communications Office (ECO).

The following documents were also approved for public consultation:

  • Draft ECC Recommendation - Guidelines for fundamental changes to national numbering and dialling plans, which due to technological change in the telecoms sector since 1998 and the European regulatory framework that took force in 2002 will replace the recommendation “ECTRA/REC(98)04) on Guidelines for fundamental changes to National Numbering and Dialling Plans”. This recommendation presents several recommendations to consider when major changes to the numbering plan are intended (e.g. on dialling plan closure, reduction/elimination of geographic areas, sufficient number capacity to meet demand for emergency services);
  • Draft ECC Recommendation - Provision of Comparable Information on Retail Internet Access Service Quality, which aims to harmonise minimum parameters that should be measured when evaluating and comparing internet access service providers (ISPs), recommending, among others, the parameters to measure, namely test methodology and location/placement of the test server, which should be associated to determination of the quality of service parameters;
