5th meeting of the Conference Preparatory Group (CPG-15) - Marseille


The fifth meeting of the CEPT Conference Preparatory Group (CPG-15) as part of the preparation cycle for the upcoming 2015 World Radiocommunication Conference (WRC-15) of the International Telecommunication Union (ITU) was held last 23-28 September in the French city of Marseille, chaired by Alexander Kühn of Germany. Nearly 140 delegates attended, representing 31 administrations, the European Commission (EC) and the European Communications Office (ECO) as well as 13 observers.

CPG-15 is responsible for preparing CEPT for WRC-15. The four project teams set up at the first group meeting (CPG-15 structure) are responsible for debating and developing briefs and, if consensus is reached, European common proposals (ECPs) for each of the WRC-15 agenda items assigned to them, submitting them next for CPG discussion and approval.

The chairs of the four CPG project teams submitted summaries of work done at the meetings held since the fourth CPG-15 meeting. At this fifth meeting they also provided new drafts/revisions of the briefs for nearly all the WRC-15 agenda points, indicating whenever possible/consensual a proposed preliminary CEPT position. The CPG was also presented several modifications to the ECPs (concerning items 1.7, 1.9.1, 1.11, 1.13, 1.15, 1.16, 1.17, 1.18 and 4), as well as new ECPs (concerning items 1.1, 1.2, 1.4, 1.5, 1.8, 1.9.2, 1.12, 1.18, 2, 4, 7, 9.1.1, 9.1.4, 9.1.6 and 9.2). After they were debated and revised, the draft ECPs were approved by CPG-15.

CPG-15 also decided to set up a correspondence group to prepare for the Radiocommunication Assembly (RA-15) and agreed to debate issues associated to RA-15 at upcoming meetings. This group’s objective is to: 1) identify issues to take into account at RA-15; and 2) develop common positions regarding those issues. The need to review Radiocommunication Sector (ITU-R) resolutions was identified as a departure point, especially ITU-R 1-6 and ITU-R 2-6.

The CPG's next meeting is scheduled for 3-6 February 2015 in Malta.
