Meeting of the Council of European Union Transport, Telecommunications and Energy Ministers


The Council of European Union Transport, Telecommunications and Energy Ministers, with Italy presiding, took place on 27 November 2014 in Brussels, Belgium.

As regards telecommunications, a proposal was discussed to amend the EU telecommunications regulatory framework ("Connected Continent"). The debate focused on the principles guiding the approach to net neutrality and to roaming tariffs, without creating obstacles to innovation and investment.

The Council adopted conclusions on Internet governance, in light of the European Union's participation, in a unified way and as a key player, in the process of constructing a new form of Internet governance that entails overcoming potential legal and geographical differences. The EU supports a multi-stakeholder approach, underpinned by human rights and democratic values.

The presidency also briefed ministers on progress made on a proposal to improve network and information security (NIS). The Council is currently negotiating the proposed directive with the European Parliament.
