Draft Radio Licensing Regulation submitted to consultation


By decision of 20 November 2014, ANACOM has approved the launch of a public consultation on the draft Radio Licensing Regulation.
This consultation results from the need to review Notice no. 15252/2009, published on 31 August 2009, as regards stations requiring radio licensing and items related to the issue or amendment of licences, taking into account:

  • introduction of the concept of technological neutrality, which, as far as radio licensing is concerned, has meant that reference can no longer be made to technologies such as the Global System for Mobile Communications (GSM) or the Universal Mobile Telecommunications System (UMTS) and has led to the emergence of networks which support terrestrial electronic communications services;
  • the need to define the licensing concept for the 2 GHz MSS network (mobile satellite service in the 2 GHz band), with Complementary Ground Component (CGC) stations;
  • the decision of the World Radiocommunication Conference 2012 (WRC-12), which, in the context of the aeronautical mobile service, identified networks supporting surface applications;
  • the need to provide a licensing framework for networks of the terrestrial radiodetermination service, consisting of localisation and centralised monitoring systems, which have recently emerged, as well as earth stations of the space research service.


Interested parties are given a period of 30 working days in which to comment. Comments must therefore be submitted no later than 8 January 2015, and should be sent by email to lic.radioeletrico@anacom.ptmailto:lic.radioeletrico@anacom.pt1.

Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses excluding any items considered confidential.
