Conclusion of the public consultation regarding the Green Paper on the European Space Policy


Europeans have said ?Yes!? to a strong European space policy: this is one of the conclusions of the public consultation regarding the Green Paper on the European Space Policy, prepared by the European Commission, in collaboration with the European Space Agency (ESA), in which ANACOM participated.

The closing conference of this public consultation was held in Paris, on the 24th of July, after 4 months with several workshops, conferences and clarification meetings. In the scope of this process, a workshop was organized in Lisbon, on the 7th of May, by the Ministry for Science and Higher Education. At that conference, the preliminary conclusions of this whole process were presented, and among others, the following ideas to be implemented in the future were pointed out:

- The development of an institutional framework for the European space policy, with the establishment of the Council of Space Ministers;
- The usage of multiple-use systems, so that the same satellite systems are used for both civil and defence security purposes;
- The need to establish an European Security and Defence Agency;
- The increase of scientific research investment in this sector, with the development of a program that establishes similar broadband communication systems throughout Europe.

Launched in March, the public consultation resulted in ?a successful exercise in democracy and collective creativity?, in the words of Philippe Busquin, European Commissioner for Research http://www.europa.eu.int/comm/research/index_en.cfm, who expressed the great expectations of European people regarding the increasingly important role played by Europe as far as space is concerned.

Up to the end of 2003, several initiatives at the European space policy level are scheduled to take place:

- In July, the public consultation report shall be published;
- In September, the European Parliament shall present its contribution towards the Green Paper process;
- In October, the Commission is expected to approve the White Paper on European Space Policy; and
- In November, The European Council of the EU shall discuss the White Paper on European Space Policy, at the Competitiveness Council.
