Objectives and rules governing CTT postal network density and minimum offer of services - proposal rejected


By determination of 10 April 2014, ANACOM has given CTT– Correios de Portugal (CTT) 30 days to revise the objectives and rules governing postal network density and the minimum offer of services which it presented.  The proposal presented by CTT did not match the needs of users under the terms of the current legal framework (in particular, the universal postal service concession bases, as approved by Decree-Law no. 448/99 of 4 November, amended and republished by Decree-Law no. 160/2013 of 19 November, and the Postal Law).

Under the terms of this determination, CTT’s revised proposal is to be accompanied by the following:

  • detailed reasoning, based on the factors indicated in paragraph 3 of Base XV of the universal postal service concession;
     
  • indication, where applicable, of the current values prevailing on its postal network as correspond to the indicators and objectives proposed, with explanation of the reasons which justify differences between the values of the current situation and the values proposed.
