ANACOM clarification on GSM/3G repeaters


ANACOM has recently been questioned about the possible use, at an individual level, of signal amplification and repeating devices on mobile cellular networks (for example GSM and UMTS).

Having regard to the legal framework in force, ANACOM clarifies as follows:

  • the use of frequencies associated with mobile networks stems from legal authorisations granted for such purpose;
     
  • mobile operators (Optimus, TMN and Vodafone) hold title to the rights of use of these frequencies (titles ICP-ANACOM no. 01/2012, ICP-ANACOM no. 02/2012 and ICP-ANACOM no. 03/2012, respectively) giving them authorisation to provide publicly available electronic terrestrial communications services on the following frequency bands:

a) 800 MHz band (790-862 MHz);
b) 900 MHz band (880-915 MHz / 925-960 MHz);
c) 1800 MHz band (1710-1785 MHz / 1805-1880 MHz);
d) 2.1 GHz band (1920-1980 MHz / 2110-2170 MHz);
e) 2.6 GHz band (2500-2690 MHz).

Accordingly, only these operators are entitled to make use of these frequency bands, whereby the installation and use of any type of antenna by users on their own initiative, including repeater stations, is prohibited.
