ITU Policy Committee (Com-ITU) meeting - Bucharest


The CEPT ITU Policy Committee (Com-ITU) met last 4-8 October in the Romanian capital Bucharest. This committee chaired by Marcin Krasuski of Poland is responsible for European coordination with a view to participation in activities of the International Telecommunication Union (ITU).

The participants continued preparation work for two major ITU events to be held in 2014, the 2014 Plenipotentiary Conference (PP-14), to be held from 20 October to 7 November in Busan, South Korea, and the 2014 World Telecommunications Development Conference (WTDC-14), to be held from 31 March to 11 April in Sharm el-Sheikh, Egypt.

Regarding PP-14, agreement was reached on the mandate of the project team (PT) that will be in charge of European preparation for that conference, under the coordination of Wojciech Berezowski of Poland’s Office of Electronic Communications (UKE) regulatory authority.

Regarding WTDC-14, Com-ITU basically focused on identifying Europe’s position and priorities for that conference.

Com-ITU set up another PT at the meeting, in this case to accompany revision of the ITU Telecommunications Standardisation Sector (ITU-T), which had been agreed on at the last World Telecommunications Standardisation Assembly (WTSA). This PT will be coordinated by Reiner Liebler of Germany, who is also vice-chair, representing Europe, of the ITU-T Review Committee created by the ITU.

The role of public agents in internet governance was debated, especially in the context of a document from the United Kingdom which sought to systematise governments’ respective areas of intervention.

The next Com-ITU meeting will be held in November 2013 in Belgrade, on the occasion of the Regional Preparatory Meeting (RPM) for WTDC-14.
