64th meeting of the Information, Computer and Communications Policy Committee - Paris


The 64th meeting of the OECD Information, Computer and Communications Policy (ICCP) Committee was held last 23-24 October in Paris, where the Portuguese delegation was represented by the Foundation for Science and Technology (FCT) and ANACOM.

The following results stand out:

1. The Committee agreed with the main changes intended for the 1980 guidelines on the protection of private life;

2. Regarding the proposed recommendation on the role of internet intermediaries in the scope of public policies, the United States of America maintains its position of not approving that proposal, despite comments from the other delegations lamenting the impasse and insisting that the issue should continue to be examined in the OECD scope;

3. Regarding the Russian Federation’s process of joining the OECD, and following the presentation of its policies for the development of internet policies, mobile international roaming services and ICTs and the environment, the Secretariat indicated that it was waiting for translation of the laws given as a reference by Russia to confirm the veracity of that information;

4. Regarding follow-up of the Seoul Declaration, the Committee agreed with the Secretariat’s proposal to hold a number of events, among them a ministerial meeting on the subject of maximising economic and social benefits of the internet economy in 2015-16;

5. The head of the working party on Communication Infrastructures and Services Policy (WPCISP) reported on results of the June 2012 workshop held in London and on the joint working plan involving the working parties WPCISP, WPIE (Information Economy) and WPIIS (Indicators for the Information Society), for the respective follow-up;

6. Lastly, the Committee appointed the following delegates for the 2013 Bureau of the ICCP: chair – Jørgen Abild Andersen of Denmark); vice-chairs – Katarina de Brisis of Norway, Roger Higginson of the United Kingdom, Sangwon Ko of Korea, Doreen McGirr of the United States of America, Hiroyuki Morikawa of Japan and Frederic Riehl of Switzerland.

The next ICCP meeting has been scheduled for 11-12 April 2013 in Paris.
