Frequency Management working group meeting - Minsk


The 75th meeting of the ECC working group on Frequency Management (WG FM) was held last 24-28 September in Minsk, Belarus.

Highlights included the following:

  • a draft new ECC recommendation (12)03 designated as “Determination of E.I.R.P. through Field Strength Measurements in the Frequency Range from 400 MHz to 6000 MHz” was approved for submission to public consultation;
     
  • a draft new ECC report 183 on the “Regulatory Framework for Outdoor Global Navigation Satellite Systems (GNSS) Pseudo-satellite (Pseudolites)” was drawn up for submission to public consultation;
     
  • a new draft decision ECC/DEC/(13)AA on the “Harmonised Use of Earth Stations on Mobile Platforms (ESOMP) within Frequency Bands 17.3-20.2 GHz and 27.5-30.0 GHz was developed, which after comments and review was approved for submission to public consultation;
     
  • after the studies carried out by the Spectrum Engineering project team (SE PT 44) were reported, it was decided that the 2400-2483.5 MHz frequency band was not suitable for broadband digital air to ground communications (BDA2GC). Results are nevertheless awaited from ongoing studies in the Spectrum Engineering working group (WG SE) for the 5.8 GHz frequency. Viability for the 1900-1920 MHz and 2010-2025 MHz frequency bands will also be examined.
     
  • a draft is being prepared, designated as Report A on “Applications and Spectrum Requirements for the Future European Broadband for the Public Protection and Disaster Relief (PPDR) System”. The analysis of PPDR candidate bands is in a preliminary phase; the calculation of PPDR broadband spectrum requirements will be based on long term evolution (LTE) technology;
     
  • draft ECC report 188 on harmonisation of the L-band was completed. It concludes that the most suitable regulatory framework for the 1452-1492 MHz band is its harmonisation for mobile broadband, thereby enabling other national solutions for terrestrial broadcasting and other terrestrial applications. The draft ECC report was approved for public consultation after the questions raised were dealt with and the executive summary and conclusions changed;
     
  • the draft of Report A was presented. It responds to the European Commission (EC) mandate on technical conditions associated to spectrum harmonisation options for emitting microphones and video cameras in the scope of programme making and special events (PMSE). Technical conditions for the 1800 MHz band should be complemented with results from the Spectrum Engineering project team (SE PT 7); the revised draft report would then be submitted to the ECC in October 2012 to be approved for public consultation;
     
  • two new frequency management project teams (FM PT) were created: 52 for the 2300-2400 MHz band and 53 for Reconfigurable Radio Systems and Licensed Shared Access. They will be chaired by Ola Wimo (Sweden) and Emmanuel Faussurier (France), respectively.

The next WG FM meeting will be held on 4-8 February 2013 in Warsaw.
