Meeting of the Committee for ITU Policy (Com-ITU) - Copenhagen

The CEPT committee in charge of European co-ordination for participation in ITU activities (Com-ITU) met last 10-15 September in Copenhagen. At the meeting, Portugal chaired the drafting group set up by Com-ITU to prepare for the World Conference on International Telecommunications (WCIT-12) to be held this coming 3-14 December in Dubai. Note that WCIT-12 is to revise the International Telecommunication Regulations (ITR)1, whose text was signed in 1988.

This group focuses on developing European common positions (ECPs) to submit to WCIT-12, which specifically involve the following topics: proper use of numbering resources, international roaming, and proposal to suppress questions concerning taxation of international services currently included in the ITR.

Regarding preparation for the World Telecommunication Standardisation Assembly (WTSA-12), to be held this 20-29 November, likewise in Dubai, ECPs on the following subjects were approved:

  • reorganisation of study groups from the Telecommunication Standardisation Sector (ITU-T);
  • revision of Resolution 50 (Cyber-security);
  • merger of Resolutions 47 (country code top level domain names) and 48 (internationalised (multilingual) domain names);
  • revision of Resolution 64 (IP address allocation and encouraging the deployment of IPv6);
  • revision of Resolution 73 (information and communication technologies and climate change).

Note also that the Com-ITU chairman, Anders Jonsson of Sweden, ended his duties. The new chairman, who took office immediately after the meeting, is Marcin Krasuski of Poland.
