On 9 July 2012, a cooperation protocol was signed between the Procuradoria-Geral da República (Prosecutor General's Office) and the electronic communication operators (Optimus, PT Comunicações, TMN, Vodafone and ZON), setting out a framework of functional cooperation between these operators and Ministério Público (Public Prosecution Service), in the context of criminal investigations. The protocol seeks to expand cooperation and achieve greater efficiency in combating cybercrime and obtaining digital evidence.
