Publication of the EU spectrum policy programme


Decision No. 243/2012/EU of the European Parliament and of the Council of 14 March 2012, establishing a multiannual radio spectrum policy programme, was published in the Official Journal of the European Union (OJEU) on 21 March 2012, aiming to ensure the functioning of the internal market in the European Union (EU) policy areas involving the use of spectrum, such as electronic communications, research, technological development and space, transport, energy and audiovisual policies.

The Programme specifies guiding principles, objectives and specific implementation initiatives to be adopted up to 2015 by Member States and institutions of the Union, laying the foundations for a development whereby the EU can take the lead regarding wireless broadband speeds, mobility, coverage and capacity.

The EU considers that the strategic planning and harmonisation of spectrum use, a key public resource for essential sectors and services, will enhance the internal market for wireless electronic communications services and equipment, creating new opportunities for innovation and employment creation, and simultaneously contributing to economic recovery and social integration across Europe.

The decision now adopted aims to support the Europe 2020 Strategy as well as the Digital Agenda for Europe in the promotion and establishment of a single digital market.
