Meeting of Preparatory Groups for WCIT-12 and WTSA-12 - Biel


The drafting groups preparing for the World Conference on International Telecommunications (WCIT-12) and the World Telecommunications Standardisation Assembly (WTSA-12) met in Biel, Switzerland, from 31 January to 2 February. These groups were created within Com-ITU, the CEPT committee in charge of European co-ordination with a view to participating in activities of the International Telecommunication Union (ITU).

At this meeting Portugal chaired the drafting group set up by Com-ITU to prepare for WCIT-12, scheduled for 3-14 December 2012 in Dubai. Note that WCIT-12 is to revise the International Telecommunication Regulations (ITR), an international treaty whose current text was signed in 1988.

The drafting group focused on debating contributions for the next ITU Council working group to prepare for WCIT-12 (CWG WCIT-12). The group approved two contributions: the first with CEPT's proposals for drafting provisions on matters such as international roaming, spam, international interconnection and improper numbering use, while the second contains CEPT's comments on proposals from other regions.

Besides these contributions, the drafting group also discussed drawing up European common proposals (ECPs) on the following topics: taxation of international telecommunication services, fraud, availability of calling line identification (CLI) and cyber-security. These topics will continue to be debated at the next meetings.

Regarding preparations for WTSA-12, the drafting group chaired by France continued to discuss reorganisation of the ITU Standardisation sector (ITU-T). The proposed merger of ITU-T Resolution 47 (country code top-level domain names) with ITU-T Resolution 48 (international (multilingual) domain names) was also considered again.

The next Com-ITU meeting is scheduled for this coming 2-4 April in Copenhagen.
