Convénio de Qualidade (Quality Convention) of the Universal Postal Service - CTT to discount inputs


By determination of 16 February 2012, ANACOM has approved the request submitted by CTT - Correios de Portugal, that inputs pertaining to correio normal (non-priority mail) and correio azul (priority mail) distribution directly impacted by the general strike occurring on 24 November 2011 be discounted for the purposes of calculating quality of service indicators (QSI) under the Convénio de Qualidade (Quality Convention) of the Universal Postal Service, of 10 July 2008.

The discounted records are limited to items sent during the following periods:

  • correio normal (non-priority mail) sent from 21 to 24 November (inclusive) on all national routes;
  • correio azul (priority mail) sent from 23 to 24 November (inclusive) on all Mainland routes
  • correio azul (priority mail) sent from 22 to 24 November (inclusive) on CAM routes (Mainland, Azores and Madeira).

CTT was also ordered to submit to ANACOM, within ten working days:

  • the annual 2011 values of the QSI, obtained with and without these discounted inputs;
  • QSI values covering 4th quarter 2011, calculated with and without these discounted inputs;
  • A copy of the database used to calculate the QSI defined in the Convénio de Qualidade (Quality Convention), with and without the records discounted in 2011 by application of the present decision.
