Edouard Dayan elected Director General of UPU International Bureau


The French Edouard Dayan is the 15th Director General of the UPU International Bureau, who received 102 votes during the elections that were held last September 29, at Bucharest Congress, against 63 votes received by the candidature of Carlos Silva, who still presides the Postal Operations Council (COP). To the post of Deputy Director General was elected the Chinese Huang Guozhong, outgoing Chairman of the UPU Council of Administration (CA).

The new UPU leaders, who succeed the North American Thomas E. Leavey and Moussibahou Mazou, from the Republic of the Congo, were elected for a four-year terms, the official handover taking place next 1 January 2005.

Elections for COP and CA, to which Portugal presents the respective candidature, were scheduled to September 30.

As to the remaining works of the Congress, it is underlined the adoption of the proposal to amend UPU Convention to legally define the Electronic Postmark, which will formally be acknowledged as a new postal service.
