10th ERG meeting


An ERG Common Position will soon be adopted on Voice over IP (VoIP) services regulation aspects. In turn, the Opinion on the European Union Recommendation on cost accounting and accounting separation is going to be made available on the ERG websitein the second half of October.  This Recommendation was submitted to public consultation this year, whereby it is expected that the European Commission will debate its content, based on the ERG’s Opinion, over the next meeting of the Communications Committee (COCOM).  Moreover, the ERG is going to intensify the analysis works on international roaming, due to the subject importance.

These were the main results of the 10th ERG, which was held in Nicosia (Cyprus), from 23 to 24 September.

Other subjects were also discussed based on information from the European Commission, namely: Recommendation on powerline communications (PLC), which will probably be adopted by the end of the year; Directive on electronic payments (eMoney); developments on the new regulatory framework application process (the Commission will probably assess the 10th Implementation Report by the end of 2004) and the current situation of the notices sent to the Commission (up to today, nine Member-states notified the Commission within the scope of Article 10 of the Framework Directive).

They have also discussed the recent Decision 2004/641/EC, of 14 September, which changed the decision that formed the ERG.

Prior to this meeting there was a visit by the Chairman of the Federal Communications Commission (FCC), the US regulator, in which there was also the presentation of the EU Dutch Presidency under the subject ''Rethinking the European agenda for the information and communication technologies''.
