European Commission's strategic objectives


“We must launch a period of European renewal. (…) I believe we must build a dynamic Partnership for European Renewal: a Partnership for prosperity, solidarity and security in our Continent”. It was with this main idea that the European Commission President José Manuel Barroso spoke to the European Parliament, in presenting the European Commission’s strategic objectives for the next 5 years.

For the first time, the European Commission proposes a joint program of strategic objectives in partnership with the European Parliament and Council, aiming at making all efforts to comply with the targets set by the European Union up to 2010. Among the three strategic guidelines – competitiveness and cohesion, security and European citizenship and external responsibility – the main priority is the reestablishment of a sustained and dynamic economic growth, as well as of the employment levels in Europe, according to the provisions of the Lisbon Strategy, approved in 2000.

The electronic communications sector is mentioned in the scope of the “competitiveness and cohesion” target, and among others, the following initiatives, to be implemented in 2005, should be highlighted: extension of the trans-European networks and increase of efforts put into research and development of human and technological capital; rapid adoption of the proposed Directive on services; strengthening of proposals on interaction between industrial policy and other Community policies, aiming at contributing towards enhanced competitiveness, and stressing out the sector of new information technologies; development of proposals to further implement and review the policy in favour of the Information Society, in particular as regards the legal framework for electronic communications and the eEurope initiative.

The European Parliament shall adopt the resolution on the Commission’s priorities in the course of the February plenary meeting (the beginning of which is scheduled for 21 February), having already adopted a statement on 16 December 2004.
