Information society in the EU - i2010 Program


The i2010 Program, which integrates the action lines of the Commission for the information society up to 2010, was approved on 1 February 2005, including the following measures as main action guidelines:

  • Establishment of an information space, based on a convergence between the domains of internet, telephone and television, and strengthening of an open and stable internal market for electronic communications services, as well as for information goods and services (content, games, interactive software and value added services);
     
  • Increase of investment and innovation in the information and communication technologies (ICT) sector, developing the offer and structures of the electronic government at the service of citizens and placing Europe in a position of scientific research leadership;
     
  • Consolidation of an open and transparent knowledge society, accessible to all people.

The program partly reflects the results of a report presented last January, written by a high-level panel of independent experts chaired by the Portuguese Professor Mariano Gago, with the purpose of assessing the effectiveness of research concerning ICT for the period of 1999-2003. Among other recommendations, the report considers that the European research sector and the development of ICT make a vital contribution to efforts to turn European economy in the world’s most competitive economy.
 
These measures have been announced at a time where the results of yet another Eurobarometer poll, realized between the 27th of October and the 29th of November 2004, have been disclosed. According to this Eurobarometer, Europeans see more investment in knowledge and innovation as the key to higher growth of the European economy.
