The Portuguese Government has decided to put forward the candidacy of Mr Carlos Silva for the post of Director General of the International Bureau of the Universal Postal Union (UPU) , in the elections to be held during the Bucharest Congress, in 2004.

The International Bureau serves as an office of liaison, information and  consultation, providing logistical and technical support for the UPU?s bodies .

The formal presentation of Portugal candidacy took place in Bern, April 9,  during the Postal Operations Council. This Council, which is currently chaired by Portugal through Mr Carlos Silva, has been a forum for dialogue, co-operation and essential decision- making on  the future of the postal sector and the UPU.

The candidacy now presented for the most prestiged position in the midst of the UPU results from the ongoing commitment of Portugal in the work of the Union and the need to continue its reform in favour of a more dynamic UPU, more aligned with the world-wide reality and more equitable in the provision of a quality service in all its territory.

The UPU was established  on October 9, 1874, by the Treaty of Bern, and became  a specialized agency of the United Nations in 1948. Portugal is one of the 22 founding countries of this intergovernamental organization.

The UPU currently with 189 member countries, has been promoting the renewal and adaptation of the postal sector to the various challenges, namely through its regulation, standardization and co-operation activities.
