Commission's Communications on radio spectrum policy


The European Commission released on 29 September a communication on the EU spectrum policy priorities for the digital switchover, in the framework of the next International Telecommunications Union’s (ITU) Regional Radiocommunication Conference, in May 2006 (RRC-06).

Having in mind that the decisions to be made during the RRC-06 on the new frequency planning will have a strong impact on the digital switchover process, the Commission underlines the importance of safeguarding the European position. In this scope it calls for the necessary co-ordination of Member States aiming at approving common positions which should foresee the challenges placed by the convergence of electronic communications services that stem from the ongoing technological developments.

On 14 September, the Commission had adopted another Communication on the market-based approach to radio spectrum management in the European Union, in connection with the EU’s policy agreement to be reached between Member States, with the purpose of establishing spectrum markets until 2010.

Lastly, and also regarding radio spectrum, the Commission adopted on 6 September a Communication on the second annual report regarding a forward-looking radio spectrum policy for the European Union. Besides an update on this matter, the Communication also includes, among other items, the contributions in the framework of the Lisbon Strategy objectives, identifying the key initiatives to be taken in a near future. Included in this communication is a synthesis-table on the developments registered since the first annual report and the timetable of spectrum policy actions until 2010 at the EU’s level.
