ECC - Documents on public consultation


Following the meetings of the working group Numbering, Names and Addressing (WG NNA), the Electronic Communications Committee (ECC) of the European Conference of Postal and Telecommunications Administrations (CEPT) launched the following draft recommendation to public consultation: Draft new ECC/REC/(05)09 on customer protection in case of misuse of international E.164 Numbering resources.

This recommendation aims at preventing the misuse of international E.164 numbering resources (given by the International Telecommunications Union’s Standardization Sector - ITU-T), proposing that regulators establish through harmonized procedures a list of international numbers which are considered to be misused. A typical example of this, sometimes fraudulent, behaviour is the automatic installation of web-dialling software, when dial-up connections are in use. This software changes the Internet access service’s number and causes a strong increase on the user’s telephone bill through calls to international destinations which the user did not dial. Besides identifying the international E.164 numbers which are considered to be misused, the recommendation also foresees the adoption of measures preventing this practice, favouring consumer protection. Should these measures prove insufficient, the corresponding countries may reserve the right to suspend traffic to those numbers. The suspension notice to the State to which the resource was given by ITU-T is also made in accordance with specific procedures.

The ECC also put three draft reports for public consultation, resulting from the works by the project team of Technical Regulation & Interconnection Standards (PT2-TRIS):

The first report – Draft new ECC Report 77 on implementation of ACR supplementary service – provides information on the implementation of the Anonymous Call Rejection (ACR) service and possible future actions to be taken into account by regulators and standardization organizations, namely the European Telecommunications Standards Institute (ETSI). This service allows rejection of calls using the Calling Line Identification Restricted (CLIR) service.
 
The second report - Draft new ECC Report 78 on IPV6 - Then Next Generation Internet Protocol - contains the additional functionalities of the IPv6 protocol vis-à-vis the current IPv4. These two versions are incompatible and therefore the migration must be well planned in such a way that it does not cause any disruptions to the Internet service. Some migration scenarios and most common techniques to achieve them are pointed out. Some future actions are also identified.

Finally, the third report - Draft new ECC Report 79 on high capacity DSL-systems – points out the main characteristics of the Digital Subscriber Line (DSL) high capacity technology and identifies some of the regulatory aspects to be taken into account on its implementation. It concerns the new generation of Asymmetric Digital Subscriber Line (ADSL) and Very High Bit Rate Asymmetric Digital Subscriber Line (VDSL), which allow the provision of digital television and Video-On-Demand through a fixed access, together with the telephone and broadband Internet services.
