New TMN service under consultation


By determination of 25 January 2007, ANACOM approved a draft decision on the provision by TMN - Telecomunicações Móveis Nacionais of a new electronic communications service.

This draft decision authorizes the use of GSM and UMTS frequencies of TMN's land mobile network in the local access network for the provision of a telephone service at a fixed location, with the typical features of the service, provided that a set of conditions is strictly met. In parallel, TMN is acknowledged the right to use the ''2'' numbering range of the National Numbering Plan in the scope of this service, in so far as the provided conditions are met.

Under the approved determination, TMN is made subject also to the following conditions: to maintain a record of all terminals and associated BTSs (base transceiver stations); to present to ANACOM, within 15 working days, the description of the technical procedure used to select the BTS, as well as a description of the typical kinds of situations which require, on an exceptional basis, a connection to more than one BTS; and also, to provide end users with clear and transparent information on the features of the service, namely the respective coverage area and the impact in terms of locating the caller in calls made to the “112” emergency number.

This determination was submitted to the prior hearing of TMN, as well as to a general consultation procedure, pursuant to the Electronic Communications Law (Law no. 5/2004, of 10 February), interested parties, namely users and consumers, having been granted a 10-working-day deadline to assess the subject. The effective provision of this service by TMN is subject to a final decision to be adopted following the conclusion of these procedures.

The deadline for reception of comments, which must be sent preferably by email to novoservTMN@anacom.pt, thus expires on 14 February 2007. Once the consultation procedure has been completed, received replies shall be disclosed in this website. For this reason, interested parties are requested to state clearly the elements deemed confidential.
