18th meeting of Financial Regulation working group - Geneva


The 18th meeting of the ITU Council working group on Financial Regulations (FINREGS) was held last 14-15 June in Geneva.

This meeting followed up the discussion on establishing an Audit Committee and the duties, operating mode and designation of the Committee were discussed at length. It was concluded that the upcoming Plenipotentiary Conference (PP-10), to be held this 4-22 October in the Mexican city of Guadalajara, would be the appropriate time to make a final decision on such matters.

The participants also discussed changing the rules associated to the amounts constituting the ITU reserve account. The most likely scenarios for the reserve account rules consist of establishing a reserve account provided with: (i) an amount equal to 10 percent of the ITU’s annual expenditures; or (ii) a value equal to two months of the ITU’s expenditures. FINREGS also examined proposals from the secretariat to revise or withdraw some Plenipotentiary Conference Resolutions and Decisions regarding financial questions, in preparation for PP-10. The results of this analysis led in some cases to proposals to revise the Decisions/Resolutions and should be borne in mind by the member states and regional groups when they prepare their proposals for PP-10.
