22nd meeting of the Radio Spectrum Policy Group - Brussels


The 22nd meeting of the Radio Spectrum Policy Group was held last 9 June in Brussels. Highlights included the adoption of an Opinion for the European Commission’s preparation of the Radio Spectrum Policy Programme of the European Union for 2010-2015 (RSPP Programme). The Opinion sets 2015 as the common date for exclusive allocation of the 790-862 MHz band in the EU for mobile and wireless broadband services. The other proposals contained in the Opinion are more general, such as strengthening ties between spectrum policy and other sector policies, research for the future, better coordination between bodies that deal with radio spectrum and a more active EU role in international negotiations on questions involving radio spectrum.

The RSPG also approved the following documents at the meeting:

  • RSPG report on improving the efficiency of spectrum use vis-à-vis the digital dividend, in part of the 470-862 MHz UHF band;
  • Report on the impact of changing radio spectrum use on determination of markets, jointly drafted by the Body of European Regulators for Electronic Communications (BEREC) and the RSPG;
  • New procedural rules.

Also discussed at the meeting was progress in the ongoing reports concerning:

  • cognitive radio technologies;
  • spectrum implications with respect to the future evolution of digital broadcasting;
  • EU interests at the next World Radiocommunication Conference in 2012 (WRC-12).

The next RSPG meeting has been scheduled for 17 November 2010.
