Quality of mobile communications networks and services

ANACOM has released the latest evaluation report on the quality of mobile voice services, video-telephony and GSM and WCDMA network coverage provided by the operators Sonaecom (Optimus), TMN and Vodafone Portugal in the main urban centres and along the main roads of mainland Portugal. The fieldwork for this project was conducted between 14 September and 20 October 2009.

The evaluation was based on the analysis of technical parameters which reflect perception of quality from a consumer perspective.  Specifically six indicators were tested: network coverage, service accessibility; time taken to establish calls; call termination rates; call audio quality; and video-telephony video call quality.

The evaluation conducted by ANACOM shows that the GSM mobile communication systems provide good levels of GSM radio coverage and good voice service performance, both in urban centres and along the main roads.

The video-telephony service continues to show improvement. In the urban centres, the mobile communication systems were found to have good levels of performance, with capabilities in terms of video-telephony call establishment and maintenance reporting similar levels as the voice service. Meanwhile, along the main roads, the performance of the video-telephony service is not yet adequate, as a direct result of areas with insufficient or non-existent WCDMA coverage.
