ANACOM takes part in the VI Seminar of Electrotechnical and Telecommunications Engineering in Castelo Branco


Electronic Commerce in Portugal - the market and the legal framework was the subject of the presentation made by ANACOM, on 06 April, in the scope of the VI Seminar of Electrotechnical and Telecommunications Engineering organized by the Escola Superior de Tecnologia of Castelo Branco (ESTCB).

The presentation made by ANACOM, which was attended by around two hundred participants, was divided into three different parts: electronic commerce market, new legal framework and assessment of the relationship between ANACOM and the general public regarding electronic commerce, since the entry into force of the new legal framework.

In the first part, dedicated to the market, some concepts and issues regarding electronic commerce were presented, and the reality of the electronic commerce at national level was  described, being established, whenever possible, the comparison between the Portuguese situation and the European and world realities. In the part concerning legal matters, the general guidelines of the regime emerging from the new electronic commerce  law, Decree-Law no. 7/2004, of 7 January, were presented, and the main aspects of the law examined, namely, the information society service providers, the responsibility of the online service providers, online advertising communications (spam) and electronic contracts Lastly, ANACOM’s experience in carrying out its supervisory functions in the context of electronic commerce was described, particularly with regard to the receipt and handling of requests for information, complaints, and requests for the preliminary dispute settlement.

The presentation of ANACOM was followed by a debate, which, for the large number of questions raised, significantly marked the timeliness and relevance of these matters.
