Study Group 1 (SG 1 - Spectrum Management) meeting - WP 1A and WP 1B - Geneva


The fourth meetings of Study Group 1 (SG 1) working parties 1A (WP 1A) and 1B (WP 1B) after the 2007 World Radiocommunication Conference (WRC-07) were held last 1-10 February in Geneva. WP 1A covers issues concerning Spectrum Engineering Techniques, while WP 1B focuses on Spectrum Management Methodologies and Economic Strategies.

The main issues dealt with by WP 1A concerned question ITU-R 221-1/1 regarding power line telecommunication (PLT) systems. Note that in September 2009 SG 1 approved report ITU-R SM.2158 on compatibility between PLT systems and affected radiocommunication systems below 80 MHz. A proposed editorial review of this report is proposed by WP 1A. However, and following the approval by ITU-T (Telecommunications Standardisation Sector) of Recommendation G.9960 on ''Unified High-Speed Wireline Based Home Networking Tranceivers - Foundation'', which standardises PLT equipment up to 200 MHz, contrary to what was studied in Report ITU-R SM.2158, up to 80 MHz, it is proposed that a correspondence group be set up to review this Report ITU-R SM.2158, with compatility analyses between PLT systems and affected radiocommunication systems from 80 MHz to 200 MHz, also requesting participation by ITU-T members. Question ITU-R 221-1 should be modified in conformity.

The working document with the proposed PLT Recommendation being developed by WP 1A was updated. A working document was also drawn up with a proposal for a new question to study the impact of power grid management systems on affected radiocommunication services. Also updated was the working document with CPM text on item 1.22 of the WRC-12 agenda, a working item to check the effect of SRDs on radiocommunication services as per Resolution 953, in particular, RFIDs operating in and out of bands designated for ISM applications, so as to ensure adequate protection of radiocommunication services.

The working document with a proposed report on the impact of ISM equipment on radiocommunication services was also revised. Minor modification proposals were likewise put forward for Recommendations ITU-R SM.1009-1 and ITU-R SM.329.10.

The main issues dealt with by WP 1B were revision of the working document with a new proposed SRD Recommendation ''Frequency Bands Regionally or Globally Available for Short-Range Devices (SRDs)'', and a new proposed report on RFID, ''Technical Characteristics, Standards and Frequency Bands of Operation for RFID and Potential Harmonisation Opportunities''.

Report ITU-R SM.2012 on the ''Economic Aspects of Spectrum Management'' was also revised. Based on a contribution from Korea, the relevant part of Report ITU-R SM.2093 on ''Guidance on the Regulatory Framework for National Spectrum Management'' was revised and Russia submitted a document proposing an amendment of Report ITU-R SM.2153 on “Technical and Operating Parameters and Spectrum Use for Short-Range Radiocommunication Devices” basically concerning Russia. Note that definitions for SDR and CRS were developed and published in Report ITU-R SM.2152, approved by SG 1 in September 2009.

The CPM text responding to item 1.19 of the WRC-12 agenda was revised and subject to a very in-depth discussion. For the time being there is one method for introducing SDR (no change to the Radio Regulation – RR) and three methods for CRS (1 – no RR change; 2 – no change to RR articles and proposed resolution to provide guidance for future studies; and 3 – no change to RR articles and proposed resolution on CRS use and to provide guidance for future studies). The ''Working Document towards a Preliminary Draft New Report on Enhancing the International Regulatory Framework'' was revised. Note that the developed studies may be separated into two issues, namely studies with terrestrial systems bearing in mind fixed-mobile convergence and studies of satellite service convergence (BSS, FSS and MSS). Also revised was the CPM text on this issue.
