1st meeting of RSPG working group on the Digital Dividend - Dublin


The first meeting of this working group was held last 27 January in Dublin, chaired by Mike Byrne (Ireland), whose task will be to respond with an Opinion or Position Document to the four questions associated to the Digital Dividend identified in the 2010 work plan of the Radio Spectrum Policy Group (RSPG):

  1. Policies associated to the new system indicated in the European Commission (EC) Communication and Recommendation, i.e., the roadmap of actions to be accomplished;
     
  2. Development of a strategy to enhance both spectrum efficiency and spectrum usage;
     
  3. Evaluation of the need to develop an effective process backed by the EC to encourage and help member States’ efforts to co-ordinate frequencies with other non-European countries and to prevent harmful interference in border areas;
     
  4. To advise the Commission when necessary on implementation of relevant recommendations contained in the recent RSPG Opinion on the subject.

Participants in the meeting decided that the documents responding to questions 2 and 3 will be completed in time to be submitted to the June RSPG meeting, while those for questions 1 and 4 will be completed in time for the November meeting.

Regarding question 2, which in principle will be a Position Document, the base document produced by the Irish administration was updated.
Regarding question 3, agreement was reached to ask the Commission for clarifications as to what elements it would like to see developed.

The next meetings are scheduled for 25 March and 19 May 2010.
