Decision on the definition of the Minimum and Target values for the quality of service indicator on registered mail transit time


Considering:

  • That CTT - Correios de Portugal, S.A. (CTT) is the universal postal service provider on national territory, until 31.12.2020 [in accordance with paragraph 1 of article 57 of Law No. 17/2012, of 26 April (Postal Law) as amended by Decree-Law No. 160/2013, of 19 November and by Law No. 16/2014, of 4 April];
  • That it is incumbent on ICP - Autoridade Nacional de Comunicações (ICP-ANACOM), under paragraph 1 of article 13 of the Postal Law, to set the parameters of quality of service and performance targets associated to the universal service provision, related in particular to routing times, the regularity and reliability of services, as well as rules on their measurement, monitoring and disclosure, for a three-year minimum multiannual period, having heard the universal service provider and consumer organizations, pursuant to article 43 of the same law;
  • That by determination of 30.12.2014, and further to the prior hearing of CTT, the hearing of consumers organizations, and a public consultation, ICP-ANACOM set the quality of service parameters and performance targets associated with the provision of the universal postal service, except for the minimum and target values for the quality of service indicator (QSI) on registered mail transit time, of 89% and 91% respectively, to be applied in 2016 and 2017, which were submitted, through that same determination, to the prior hearing of CTT, the hearing of consumer organisations and a public consultation procedure, interested parties having been given a period of 20 working days to comment;
  • Contributions received, within the prescribed time limit, in the scope of the referred procedures, including the prior hearing of CTT, the hearing of consumer organisations and the public consultation;
  • The analysis of contributions received, described in the “Report of the prior hearing of CTT, the hearing of consumer organisations and the public consultation on the definition on minimum and target values for the quality of service indicator on registered mail transit time”,

The Management Board of ICP-ANACOM:

a) In the exercise of assignments conferred under:

a. Points b), d), h) and n) of paragraph 1 of article 6 and point b) of article 26, all of its Statutes, approved by Decree-Law No. 309/2001, of 7 December;
b. As well as paragraph 1 of article 8 of the Postal Law;

b) In pursue of and in compliance with objectives and principles laid down in points b) and c) of paragraph 1 and in points a) and d) of paragraph 2 of article 2 of the Postal Law;

c) Pursuant to paragraph 1 of article 13 of the Postal Law,

hereby determines:

1. To approve the “Report of the prior hearing of CTT, the hearing of consumer organisations and the public consultation on the definition of the minimum and target values for the quality of service indicator on registered mail transit time”, which is deemed to be an integral part of this decision;

2. To set at 89,0% and 91,0%, respectively, the minimum value and the target value for the quality of service indicator on registered mail transit time (QSI11), to be applied in 2016 and 2017.
