17.7. Oversight of electronic communications services and postal services


At the end of each quarter, ICP-ANACOM compiles, processes, analyses and publishes statistical information on the fixed telephone service, mobile telephone service, Internet access service, subscription TV service, postal services and next generation networks (this last set of information was not published).

With respect to the quality of mobile services, ICP-ANACOM commenced a series of technological upgrades to the systems used to assess and evaluate the quality of service provided to consumers by operators of electronic communications - an effort justified by the need for systems with capacity to assess the quality of services provided over fourth generation networks (4G).

In parallel, ICP-ANACOM proceeded with a survey and analysis of the offers and tariffs of these services and the compilation of all publicly available information on electronic communications, including information published by INE (Statistics Portugal) and international organizations (European Commission, OECD, ITU, UPU, etc.).

During the year new statistical indicators were introduced for postal services and the mobile service. In the first case, this was due to the entry into force of Law no. 17/2012 of 26 April, which established the legal regime governing the provision of postal services in full competition. In general, the definitions, categories and weight categories adopted were those under the new law and indicators were introduced on bulk mail and access to the postal network, infrastructure and services.

In the case of mobile services, indicators were adopted on Machine-to-Machine (M2M) applications and mobile broadband.

Also in 2012, ICP-ANACOM commenced auditing of statistical indicators covering bundles of services offered by PTC and ZON and inspected the procedures followed in producing and reporting statistics on electronic communications services at a fixed location.
