/ Updated on 31.07.2006

The 34th plenary meeting of the European Committee for Postal Regulation (CERP) was held on 11-12 May in Oslo, with 31 member countries participating. Also present, as observers, were the Universal Postal Union (UPU), the European Commission (EC), the European Direct Marketing Federation (FEDMA), the Global Express Association (GEA) and PostEurop (PE).

The reports from the Management Committee, CERP/European Commission Contact Committee and Good Regulatory Practices Committee were presented, as well as the reports from the working groups (WGs) on Surveillance/Market Statistics, Economic Issues and Political Issues and from the respective project teams.

Noteworthy was the establishment of a project team (PT) on Relations with Consumers, under the WG Surveillance/Market Statistics, and the decision to constitute the PT on UPU Issues, under the Political Issues WG. Note also the decision to not yet set up a permanent CERP secretariat; the chairman of this Committee is negotiating this matter with the ERO Director.

The most relevant presentations made were the following:

? ''What Role for Inter-governmental Organisations, Such as the UPU for Example, for Postal Market Players, Taking into Account the Liberalisation Process?'', by R. Campbell;
? ''UPU'', by Won-Ja Lee;
? ''Liberalisation and the Consequent Need to Reorganise the Postal Operators'', by PostEurop;
? ?Regulatory Issues?, by the European Commission.

The next plenary meeting will be held in Spain in November 2006, on a date still to be determined.
