Spectrum Policy Group - Brussels

The ninth meeting of the Radio Spectrum Policy Group (RSPG) was held on 22 February in Brussels.

The following stand out among the issues considered:

  • Formulation of a new Opinion on planning of the Digital Dividend resulting from the analogue television switch-off - according to the European Commission proposal, a decision was made that the RSPG would formulate the Opinion by June 2007, based on specific results of the Regional Radiocommunications Conference (RRC06);
  • Opinion on scenarios for spectrum use by multimedia mobile services related to broadcasting - a decision was made to set up a working group to produce a draft Opinion to be presented at the 11th RSPG meeting, scheduled for October;
  • Opinion on the co-ordinated use of spectrum in the European Union for services with scientific purposes - the chairman of the group already set up for this end reported on the work carried out to date, which will be submitted to public consultation next summer, after approval by the RSPG at its next meeting;
  • Spectrum aspects related to the Review of the Regulatory Framework for Electronic Communications - the EC reported on the current status of development of this process; the RSPG held that it would not be possible to draw up an Opinion on the matter, given that an EC Communication on the Review is expected in the early summer, before the next RSPG meeting. It will nevertheless pay attention to the matter and issue proposals if justified;
  • Preparation of the 2007 World Radiocommunications Conference (WRC07) - the representative of the European Conference of Postal and Telecommunications Administrations (CEPT) gave a presentation on the work being produced in response to the Opinion on the issue previously issued by the RSPG; the existence of converging opinions between CEPT and the EC was verified;
  • Preparation of the Regional Radiocommunications Conference (RRC06) - the CEPT representative gave an oral report on the development status of the European common proposals (ECPs) which merit RSPG support;
  • Spectrum Trading - the EC set up a discussion group to continue studies on secondary spectrum trading, and proposed that the RSPG indicate specialists to join in the respective work. The group?s members will participate on an individual basis and not on behalf of the member States.
