WG RRC06 - Ljubljana

The fifth meeting of the WG RRC06 group, whose mission is to cover issues concerning preparations for the second session of the Regional Radiocommunications Conference (RRC06) for planning digital terrestrial broadcasting in bands III, IV and V, was held from 31 January to 2 February in Ljubljana, Slovenia.

The meeting saw completion of the work on revision of the six European common proposals (ECPs), which were agreed to by most of the administrations present: the ECP on the text for the RRC Final Acts for revision of the 1961 Stockholm Agreement, ECP 3-A1 (frequency plan structure), ECP 3-A2 (technical criteria used to develop the Plan and implement the Agreement), ECP 3-A5 (operation of alternative terrestrial applications in the context of a digital entry of the plan), ECP 4 (the planning process) and ECP 12 (transition period). In the last proposal the 2012 date, agreed upon by a majority of the CEPT administrations, is set for the end of the transition period during which analogue television will still have the right to protection. ECP 2 (planning principles) was not adopted, as eight administrations expressed their intention to oppose it.
