New Council Oversight Group (NCOG)


The fifth meeting of the New Council Oversight Group (NCOG) of the International Telecommunication Union (ITU) was held on 1 February, as per the formation approved by the 2005 Council session. This was to be the Group?s last meeting before the 2006 Council session; however, an additional meeting has been scheduled on the eve of that session.

The group examined the reports from the secretariat and the supporting team on developments in implementing the projects envisaged in Resolution 1243 of the Council, which did not go as far as expected. Indeed, there was little or no progress in implementing most of the five projects.

The NCOG recognised the importance of the project meant to define the key performance indicators that will enable establishment of a link between the strategy and financial plans, to be approved at the Plenipotentiary Conference held at the end of this year, and the operational plans annually adopted by the ITU Sectors. As such, the group decided that the Secretariat should give priority to the implementation of this project, given the impossibility of ensuring uniform development of all the projects by this year?s Council session (April) or even until the next Plenipotentiary Conference (November).

The group meeting scheduled for before the Council will seek to examine the progress made by that date and to report on same, in addition to the Council report that was approved at the current meeting.
