Plenary session - Kemer-Antalya

The plenary meeting of the European Committee for Postal Regulation (CERP) was held on 16-18 November in Kemer-Antalya, Turkey.

The working groups ? Policy Issues, Supervision/Market Data, Economic Issues ? and respective project teams reported on the work carried out since the Munich plenary session held on 2-3 June 2005.

The International Bureau of the Universal Postal Union (UPU), taking part as an observer, gave a presentation on the last session of the UPU Council of Administration, including the work undertaken in the groups and respective project teams.

Turkey gave a presentation on the respective postal sector, emphasising that next year will see implementation of the separation of regulatory and operational functions; to that end an independent regulatory body is being created.

A forum was also held to consider the ambit and content for a Third Postal Directive. It included presentations from representatives of the Association of European Public Postal Operators (PostEurop), the European Express Association (EEA), the Federation of European Direct Marketing (FEDMA), the European Distance Selling Trade Organisation (EMOTA) and the European Commission.

The next plenary meeting will be held in Oslo, Norway, on a date still to be determined.
