57th CERP Plenary and CERP/ERGP/UPU/UPAEP Joint Session


The European Committee for Postal Regulation (CERP), one of the three committees of the European Conference of Postal and Telecommunications Administrations (CEPT), met in plenary session on 28 and 29 June 2022, in Madrid. The session was chaired by Spain.

Portugal was represented by ANACOM and on the second day of the 57th Plenary Session, in a joint session held between CERP, The European Regulators Group for Postal Services (ERGP), the Universal Postal Union (UPU) and the Postal Union of the Americas, Spain and Portugal (UPAEP), the Portuguese delegation was joined by the Chair of ANACOM, João Cadete de Matos, and by ANACOM Director, Patrícia Gonçalves.

The CERP Plenary took note of the report on the activities of the CERP management bodies, approved the programme for 2023 and the constitution of the Electoral Committee for the 2023 elections, which will include Portugal, Luxembourg and Turkey, and also approved a first phase of review of the CERP Terms of Reference.

The joint CERP/ERGP/UPU/UPAEP session focused on the following four main topics:

1. The technology applied to postal regulation

2. The current and future status of the Universal Postal Service

3. Government perspective on the United Nations Sustainable Development Goals in the postal sector

4. Challenges for the future: public-private cooperation and partnerships for the development of the postal sector

Speakers from the four invited postal organisations, with approximately one hundred delegates from the member countries, took the opportunity to debate the principal issues related to the modernisation and digitisation of the postal sector, environmental, economic and social sustainability, and the need to (re)define the concept of Universal Postal Service, while setting out models for future development.
