ANACOM took part in the 24th UPAEP Congress

The 24th Congress of the Postal Union of the Americas, Spain and Portugal (UPAEP) took place from 18 to 22 October 2021 in Willemstad, Curaçao. ANACOM provided the Portuguese delegation, headed by the Chair of the Board of Directors, João Cadete de Matos, who was also the Vice-Chair of this Congress.

The Congress, which is the UPAEP's umbrella organisation and which approves the guidelines of the Union's activity, approved the Union's Strategy, the budget and the action plan of the general secretariat for the next cycle, as well as a hundred proposals and documents arising from the activities of the UPAEP working groups over the last four years.

On 19 October, the High-Level Conference on the Postal Sector in the Digital Era took place. The second panel, focusing on the theme Postal Market with the people, was moderated by João Cadete de Matos and included an intervention by ANACOM's Director of Foreign Affairs and Development, Filipe Batista, on The Challenge of Digitisation in the Postal Sector.

The 24th Congress elected the new Secretary General of UPAEP, the Salvadorian Franklin Castro, who will take office at the beginning of the next cycle, in January 2022. In the elections for the 6 member countries of the Management Committee, in which Portugal participated as a teller, Argentina and Spain were elected (and will fill the two vice-chair posts of that body), as well as Uruguay, Brazil, Canada and the United States of America.

For the next cycle, and once the reorganisation of the UPAEP structure had been approved, Portugal committed to participating in the relevant working groups and was approved as host country for the 25th Congress, to be organised in 2026.
