7th meeting of CPG PTB - September 2018


The seventh meeting of project team B (PTB) of the Conference Preparatory Group (CPG) was held last 11-14 September at the offices of the BundesNetzAgentur (BNetzA) in Mainz, Germany, chaired by Stephen Limb (United Kingdom administration) and attended by 57 delegates from 16 administrations as well as representatives from the Radiocommunication Bureau of the International Telecommunication Union (ITU), the European Communications Office (ECO), regional organisations and satellite operators.

This meeting served to approve the updated briefs (documents used as technical support to draw up and justify European common proposals (ECPs)) of all items under this group’s responsibility, as well as various draft ECPs.

Note that there is already a relatively consolidated CEPT position regarding:

  • most of the questions from item 7 (except for question A) on revision of the procedures for coordination and notification of satellite networks;
  • question 9.1.7 on national management of unauthorised terminal transmissions;
  • question 9.1.9 on spectrum requisites and possible allocation of the 51.4-52.4 GHz band for fixed satellite service (FSS (up)).

However, some questions must still be resolved regarding other agenda items, specifically:

  • agenda item 1.4 on revision of the limits of annex 7 of AP30, in which there is a difference regarding the most appropriate method to eliminate limits A1a and A2a;
  • item 1.5, in which CEPT proposes adopting a resolution (like what was done at the last conference for Earth stations in motion (ESIMs) in 29.5-30 GHz) to establish a regulatory framework for ESIMs in the 27.5-29.5 GHz (up) and 17.7-19.7 GHz (down) bands, but which been opposed by the administrations of Russia, France and now Lithuania;
  • question A of item 7, on the date of entry into service (bringing into use – BIU) of the frequency allocations for non-geostationary satellite orbit (NGSO) systems subject to coordination; there is no consensus among CEPT administrations on various aspects, though especially regarding applicable transitional measures.

The next meeting of CPG PTB is scheduled for 19-22 March 2019.
