By decision of 9 August 2018, ANACOM has approved revised and updated versions of Annex I (Technical interface between networks) and Annex II (Administrative procedures for operator portability) of the Especificação de Portabilidade (Portability Specification), together with the respective Statement of Reasons.
In accordance with the provisions of paragraph 3 of article 5 of Regulation 257/2018 of 8 Mayhttps://www.anacom.pt/render.jsp?contentId=1435216, which amends and republishes the Regulamento da Portabilidade (Portability Regulation - Regulation 58/2005 of 18 Augusthttps://www.anacom.pt/render.jsp?contentId=975391, Annexes I and II of the Especificação de Portabilidade (Portability Specification) are to be reviewed and updated by undertakings with portability obligations and by the Reference Entity, under ANACOM’s coordination, and are to be made available on ANACOM's website within three months following publication of Regulation 257/2018.
As such, ANACOM convened working meetings with the undertakings concerned, with a view to analysing and specifying the amendments to be made to these annexes, which will enter into force nine months following the regulation's publication. During these meetings, there was discussion on the different ways of putting the changes provided for in the Regulation into operation, and the undertakings presented their contributions and positions.
The Statement of Reasons briefly sets out the most significant amendments made to the Specification - Annexes I and II - and sets out the rationale behind the options taken, seeking a high level of reconciliation between the different positions of the undertakings that participated.
ANACOM also decided to dispense with the prior hearing of interested parties, since the parties have already stated their views on the matters in question.
