Review of the targets and rules for postal network density and minimum offers of services of CTT


Under the applicable legal framework, CTT - Correios de Portugal (CTT) set out its proposed targets and rules for postal network density and minimum offer of services, in relation to the period from 1 October 2017 to 30 September 2020. These were communicated to ANACOM on 9 March 2017.

By decision of 5 June 2017, ANACOM took the view that the targets and rules proposed by CTT did not correspond, in certain cases, to the needs of users under the existing legal framework, in particular as regards:

(a) targets for the density of letter boxes and post-boxes in predominantly urban areas and at national level;

b) guarantee of accessibility to letter boxes and post-boxes to deposit national non-priority mail, in all parishes of the country;

c) indicators and targets related to the operation of postal establishments with reduced opening hours;

d) introduction of "remedy periods" for the resolution of incidents affecting postal agencies, including for the clarification of any divergence regarding opening hours;

e) calculation, simultaneously by ANACOM and CTT, of the distance of population from the nearest postal establishments.

As such, CTT was ordered to revise the submitted proposal within a maximum period of 30 working days, taking due account of the positions and reasoning put forward by ANACOM in the notified decision.
