In partnership with QMETRICS, ANACOM has promoted the preparation of a ''Study on content and application services (over-the-top - OTT)''.

The study examines the business economics of OTT services available in Portugal, likely trends, the corresponding impact on the electronic communications sector and the challenges faced in terms of regulation and public policy.

The main objectives of the study are to identify the following:

  • Regulatory intervention (which has contributed to boosting the growth of OTT services);
  • A review of economic literature available on OTT services;
  • The presentation of different types of OTT services available in Portugal;
  • The development of an analysis on the nature of the OTT market;
  • An analysis of the policies and practices followed by electronic communication operators in the context of traffic containment ratios and any practices of traffic shaping.
