Characterization of take-up and consumption of bundles of electronic communications services

Electronic communications services provided in bundles have been playing a growing role in Portugal in recent years - a trend that is recognised by providers of electronic communication services themselves (for example in their annual reports and accounts) - and especially in the case of triple-play bundles), composed of fixed telephone service (FTS), fixed Internet access (FIAS) and subscription television service (STVS).

Through this study, ANACOM is seeking a better understanding of how consumers view bundled offers compared to separate offers of electronic communications services.  ANACOM is also seeking to understand the motivations associated with the acquisition of bundled services, identifying common traits and differences between competitive and non-competitive geographical areas in terms of pricing and demand patterns; and analysing certain generic contract conditions applied to bundles of services.

The data used in this study resulted:

a) from information provided to ICP-ANACOM each quarter by service providers, as well as from the commercial offers advertised on service provider websites, compiled by ICP-ANACOM, at the end of 2011 and at the end of 2012;

b) the results of a sample survey conducted by Spirituc - Investigação Aplicada Lda for ANACOM, covering the resident population in Portugal in January 2013, specifically focusing on questions related to bundled offers of services;

c) the results of the Markest's Barómetro de Telecomunicações (Telecommunications Barometer) - Fixed Network (whose universe consists of homes in mainland Portugal and the Autonomous Regions of Madeira and the Azores, for which a sample is compiled on a monthly basis in proportion to and representative of the universe being studied) with regard to the electronic communications sector and with indicators on bundles of services first compiled from 2009; and

d) the results of the E-Communications Household Survey, conducted periodically for the European Commission, relating to editions whose fieldwork took place in December 2011 and in February / March 2013.
