Support for the preparation of an impact assessment to accompany an EU initiative on reducing the costs of high-speed broadband infrastructure deployment


Final report of the European Commission (EC), prepared by Analysys Mason Limited, to assess the potential impact of regulatory measures to reduce the cost of deploying high-speed broadband infrastructure across Europe: a centralised atlas of passive infrastructure, mandated access to passive infrastructure, a one-stop shop on rights of way and administrative procedures, a database where all planned civil works must be published, an obligation to equip all new buildings with high-speed Internet 100 Mbits/s), as well as mandated open access to the terminating segment.

The main objectives of the Digital Agenda for Europe 2020 include basic broadband access for all by 2013 and high speed broadband access with at least 30 Mbps download speed for all by 2020.
