44th plenary meeting - Dublin


The 44th plenary meeting of the European Committee for Postal Regulation (CERP) was held last 19-20 May in Dublin. CERP’s reorganisation, finalised at this meeting, was the key point on the working agenda. The new structure with just two working groups (WGs) was also approved, due to the transfer of postal regulation matters to the recently established European Regulators Group for Postal Services (ERGP) under the aegis of the European Commission.

The EC representative presented a short history of the Postal Directive; the Universal Postal Union (UPU) representative in turn presented main results of the annual session of the UPU Postal Operations Council (POC), held in Berne from last 26 April to 13 May. Lastly, the plenary session held a forum on the subject of postal electronic services and questions now being raised about the ambiguous nature of the border between what’s electronic and what’s postal.

The next CERP plenary meeting will be held in Montreux, Switzerland, immediately before the 2011 session of the UPU Council of Administration. In the spring of 2012 Serbia will host the 46th CERP plenary meeting. Cyprus has been put forward to host the 47th, which would coincide with the Cypriot presidency of the European Union.
