Roaming regulation - report BEREC


The report of the Body of European Regulators for Electronic Communications (BEREC) on the regulation of international roaming (Report on International Mobile Roaming Regulation) was published on 8 December 2010. Overall, the analysis made by BEREC suggests the existence of structural problems at the wholesale and retail levels, which undermine competition.

This report contains BEREC's opinion on the functioning and possible extension of regulation of international mobile roaming services (EC Regulation No 717/2007 of 27 June, as amended by EC Regulation No 544/2009 of 18 June), which requires the European Commission (EC) to conduct its review and, following public consultation, to report to the European Parliament and the European Council by 30 June 2011. The Commission should examine whether the objectives of the Regulation have been achieved, and assess other methods of regulation, in addition to price regulation, to allow the creation of a single market for roaming. To this end, the Commission should consider the independent review carried out by BEREC.
