ANACOM has approved, by determination of 3 February 2005, the draft decision on the minimum elements to be comprised in the Reference Offer for the Subscriber Line Resale Offer (SLRO) and specifications applicable to beneficiaries of the offer. Interested parties may assess this draft determination within a twenty-day time limit. Observations shall be submitted in writing, at the most by 4 March 2005, preferably by e-mail, to the address orla@anacom.pt.
The SLRO consists in a wholesale offer of the right to bill the telephone line of the operator with significant market power (SMP) in the relevant market under consideration, thereby enabling the beneficiary to make available innovative retail offers.
The provision of the reference SLRO offer thus represents an obligation of the undertakings of the PT Group which are active in retail markets of access to the public telephone network at a fixed location for residential customers and for non-residential customers, and which have SMP in those markets, following the determination of 14 December 2004, approved in the scope of the imposition of obligations in narrowband retail markets.
This matter - the subscriber line resale offer (SLRO) - has already been the object of a public consultation, launched by ANACOM on 25 July 2003, the report of which was approved by determination of 22 January 2004.
